Framework, Version 1
The framework that is designed for NCC (draft attached here) takes into account each dimension of the Community-Based Educational Equity Framework and aligns it with each major NCC program, allowing miscellaneous programming to be appraised as well. The task for NCC is to create an organization-wide SMARTIE goal according to each dimension’s definition, and assign a programmatic-level KPI for each segment of programming. KPIs would be rated on a 1-5 rubric scale accompanied by a rationale for the score. Aggregated averages and themes from rationales would be used to determine programmatic additions, subtractions, and direct revisions towards NCC’s 10-year goals. Instructions for the proposed use of the framework, including the rubric, are attached here. This is a first draft that only provides the outline, but not the specifics, i.e. SMARTIE Goals and KPIs. Those will be determined by the ongoing work with NCC.

SWOT Interviews
Completing the framework requires multiple steps, the next of which is completing SWOT interviews. The SWOT interview process has two levels:
Interviews with NCC staff about programs
Interviews with the EDs about overall NCC programming and interviews with each program director/manager about their portfolios
Interviews with a member of each region represented in NCC membership
Interviews with the staff can be conducted synchronously or asynchronously (i.e. questions will be provided, and staff can record their responses (via video or audio) and share them with Inclusivity Education). For members, to respect the anonymity that NCC has requested, NCC will be allowed to purposively select regional members to asynchronously audio record responses to SWOT-centric questions about NCC programming. The gaps uncovered via the SWOT analysis will form the basis of the gap analysis.
Gap Analysis Pre-Planning
The analysis of the SWOT interviews will help home in on what potential SMARTIE goals and KPIs should be for NCC in alignment with the framework. SWOT findings will be shared with NCC to begin considering the gap between current and desired state, particularly short-, mid-, and long-term desires that can begin to become mapped out in a detailed gap analysis.
